各市(shi)(shi)(州)、縣(市(shi)(shi)、區)人民政府(fu),省政府(fu)各部門、各直屬(shu)機構(gou),有(you)關單(dan)位:

為深入貫徹落(luo)實國務院關于積極發揮新(xin)(xin)消費(fei)引領作(zuo)用加快培(pei)育(yu)形成(cheng)新(xin)(xin)供給新(xin)(xin)動力等系列文(wen)件精神,充分發揮消費(fei)對拉動經(jing)濟(ji)(ji)增(zeng)(zeng)長(chang)的基礎性作(zuo)用,加快培(pei)育(yu)新(xin)(xin)需(xu)求(qiu)、形成(cheng)新(xin)(xin)供給,有(you)效解決供需(xu)矛盾,營(ying)造安全放心的市場(chang)環境,促進經(jing)濟(ji)(ji)穩定增(zeng)(zeng)長(chang),現提出以下意見。

一、提升(sheng)消費(fei)能力(li)

(一)提高(gao)(gao)(gao)居民(min)收(shou)入(ru)。嚴格執(zhi)行最低工(gong)(gong)(gong)(gong)資(zi)標(biao)準,充(chong)分發揮企業(ye)工(gong)(gong)(gong)(gong)資(zi)指(zhi)導(dao)線作用,以非公有(you)制(zhi)(zhi)企業(ye)為重(zhong)點積(ji)極推進(jin)工(gong)(gong)(gong)(gong)資(zi)集(ji)(ji)體(ti)協(xie)商(shang),鞏固擴大工(gong)(gong)(gong)(gong)資(zi)集(ji)(ji)體(ti)協(xie)商(shang)覆蓋面,引(yin)導(dao)企業(ye)合(he)理提高(gao)(gao)(gao)職(zhi)工(gong)(gong)(gong)(gong)工(gong)(gong)(gong)(gong)資(zi)收(shou)入(ru)水平。按(an)國(guo)家統一規定,調整機關事業(ye)單位工(gong)(gong)(gong)(gong)作人員基本工(gong)(gong)(gong)(gong)資(zi)標(biao)準,逐步提高(gao)(gao)(gao)基層(ceng)工(gong)(gong)(gong)(gong)資(zi)待遇。加(jia)(jia)(jia)快培(pei)育(yu)新型(xing)農(nong)(nong)(nong)業(ye)經(jing)(jing)營主體(ti),因地制(zhi)(zhi)宜大力發展優勢(shi)特色農(nong)(nong)(nong)產(chan)品,切實落(luo)實國(guo)家農(nong)(nong)(nong)產(chan)品價格政策,帶動農(nong)(nong)(nong)民(min)經(jing)(jing)營性(xing)收(shou)入(ru)增加(jia)(jia)(jia);加(jia)(jia)(jia)強農(nong)(nong)(nong)民(min)工(gong)(gong)(gong)(gong)職(zhi)業(ye)技能培(pei)訓,增加(jia)(jia)(jia)農(nong)(nong)(nong)民(min)務工(gong)(gong)(gong)(gong)收(shou)入(ru);宣傳(chuan)落(luo)實農(nong)(nong)(nong)民(min)工(gong)(gong)(gong)(gong)返鄉創業(ye)支(zhi)持政策,以返鄉創業(ye)帶動就業(ye)增收(shou);深化農(nong)(nong)(nong)村產(chan)權制(zhi)(zhi)度改(gai)革,創新農(nong)(nong)(nong)村金融(rong),多渠道增加(jia)(jia)(jia)農(nong)(nong)(nong)民(min)財產(chan)性(xing)收(shou)入(ru)。大力推動勞務派遣工(gong)(gong)(gong)(gong)與(yu)用工(gong)(gong)(gong)(gong)單位勞動者同(tong)(tong)工(gong)(gong)(gong)(gong)同(tong)(tong)酬(chou),實行農(nong)(nong)(nong)民(min)工(gong)(gong)(gong)(gong)與(yu)企業(ye)同(tong)(tong)崗位城(cheng)鎮職(zhi)工(gong)(gong)(gong)(gong)同(tong)(tong)工(gong)(gong)(gong)(gong)同(tong)(tong)酬(chou)。

(二(er))促(cu)進(jin)(jin)就(jiu)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)創(chuang)(chuang)(chuang)(chuang)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)。實(shi)(shi)(shi)施(shi)就(jiu)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)優先(xian)戰略(lve)和更加(jia)積極的就(jiu)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)政策(ce),通過實(shi)(shi)(shi)現比較充分(fen)和更高質量(liang)的就(jiu)業(ye)(ye)(ye)(ye)(ye)(ye)(ye),提(ti)高城鄉勞(lao)動(dong)(dong)者收(shou)入水平和消費能(neng)力。完善公共就(jiu)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)服務體(ti)(ti)系(xi),落實(shi)(shi)(shi)社保補貼(tie)(tie)、崗(gang)位(wei)補貼(tie)(tie)、稅費減免等政策(ce)措施(shi),通過鼓(gu)(gu)勵企業(ye)(ye)(ye)(ye)(ye)(ye)(ye)吸納、公益性崗(gang)位(wei)安置等方式,統籌(chou)做好高校畢業(ye)(ye)(ye)(ye)(ye)(ye)(ye)生、化解過剩(sheng)產能(neng)企業(ye)(ye)(ye)(ye)(ye)(ye)(ye)下崗(gang)職工(gong)、農村貧困人口(kou)、城鎮就(jiu)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)困難人員等重點群體(ti)(ti)就(jiu)業(ye)(ye)(ye)(ye)(ye)(ye)(ye),幫助其實(shi)(shi)(shi)現就(jiu)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)增(zeng)收(shou)。大(da)力實(shi)(shi)(shi)施(shi)創(chuang)(chuang)(chuang)(chuang)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)四(si)川(chuan)行(xing)動(dong)(dong),扎實(shi)(shi)(shi)推進(jin)(jin)大(da)眾創(chuang)(chuang)(chuang)(chuang)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)、萬眾創(chuang)(chuang)(chuang)(chuang)新(xin),全面(mian)落實(shi)(shi)(shi)財政、金融、稅收(shou)、土地(di)等創(chuang)(chuang)(chuang)(chuang)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)扶(fu)持(chi)政策(ce),搭建創(chuang)(chuang)(chuang)(chuang)新(xin)創(chuang)(chuang)(chuang)(chuang)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)轉化孵(fu)化平臺,構建創(chuang)(chuang)(chuang)(chuang)新(xin)創(chuang)(chuang)(chuang)(chuang)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)生態體(ti)(ti)系(xi),鼓(gu)(gu)勵支持(chi)大(da)學(xue)生、科技人員、返(fan)鄉農民(min)工(gong)等重點群體(ti)(ti)創(chuang)(chuang)(chuang)(chuang)新(xin)創(chuang)(chuang)(chuang)(chuang)業(ye)(ye)(ye)(ye)(ye)(ye)(ye),帶動(dong)(dong)就(jiu)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)增(zeng)長,促(cu)進(jin)(jin)城鄉居民(min)收(shou)入增(zeng)加(jia)。大(da)力促(cu)進(jin)(jin)家政服務業(ye)(ye)(ye)(ye)(ye)(ye)(ye)發展,對擬從事家政服務的城鄉勞(lao)動(dong)(dong)者參加(jia)職業(ye)(ye)(ye)(ye)(ye)(ye)(ye)培訓,符(fu)合(he)條件的按規定給予職業(ye)(ye)(ye)(ye)(ye)(ye)(ye)培訓補貼(tie)(tie)。

(三)加強社(she)會(hui)(hui)保障(zhang)(zhang)。按國家(jia)統一規定(ding)(ding),調整(zheng)企業(ye)(ye)和(he)(he)(he)機(ji)(ji)(ji)(ji)關事(shi)業(ye)(ye)單位退休人員(yuan)基本(ben)養(yang)(yang)老金,穩定(ding)(ding)居民消費(fei)預期。將符(fu)合條件的(de)(de)社(she)會(hui)(hui)辦(ban)醫療(liao)機(ji)(ji)(ji)(ji)構按規定(ding)(ding)納入基本(ben)醫療(liao)保險(xian)定(ding)(ding)點(dian)(dian)醫療(liao)機(ji)(ji)(ji)(ji)構協議(yi)管理(li)范(fan)圍,促進社(she)會(hui)(hui)辦(ban)醫發(fa)(fa)展(zhan),增(zeng)(zeng)加群眾就(jiu)醫選擇。養(yang)(yang)老機(ji)(ji)(ji)(ji)構內設醫療(liao)機(ji)(ji)(ji)(ji)構符(fu)合條件的(de)(de),按規定(ding)(ding)納入基本(ben)醫療(liao)保險(xian)定(ding)(ding)點(dian)(dian)醫療(liao)機(ji)(ji)(ji)(ji)構協議(yi)管理(li)范(fan)圍,為老年人提供便捷的(de)(de)就(jiu)醫報銷服(fu)務。積(ji)極開展(zhan)長期護(hu)(hu)理(li)保險(xian)試點(dian)(dian),解(jie)決失能人員(yuan)基本(ben)生活照料和(he)(he)(he)醫療(liao)護(hu)(hu)理(li)保障(zhang)(zhang)問(wen)題。完善(shan)(shan)社(she)會(hui)(hui)救助和(he)(he)(he)保障(zhang)(zhang)標準與物價上漲掛鉤聯動機(ji)(ji)(ji)(ji)制(zhi),更好保障(zhang)(zhang)困(kun)難群眾基本(ben)生活。落實醫療(liao)機(ji)(ji)(ji)(ji)構提供的(de)(de)醫療(liao)服(fu)務和(he)(he)(he)養(yang)(yang)老機(ji)(ji)(ji)(ji)構提供的(de)(de)養(yang)(yang)老服(fu)務免征增(zeng)(zeng)值稅政策,支持社(she)會(hui)(hui)保障(zhang)(zhang)不(bu)斷完善(shan)(shan)發(fa)(fa)展(zhan)。

(四)減輕消(xiao)(xiao)費(fei)負(fu)擔。全面(mian)清(qing)理整頓教育、醫療、社(she)會保(bao)障、涉農價格(ge)和收(shou)費(fei)等(deng)公共領域的不合理開支(zhi),減輕家庭開支(zhi)負(fu)擔。嚴厲打擊居民(min)消(xiao)(xiao)費(fei)領域亂(luan)漲價、亂(luan)收(shou)費(fei)、價格(ge)欺詐、計量作弊等(deng)違法犯(fan)罪(zui)行(xing)為。開展(zhan)電子政(zheng)務(wu)(wu)平(ping)臺(tai)捆綁(bang)服(fu)務(wu)(wu)收(shou)費(fei)清(qing)理,減輕消(xiao)(xiao)費(fei)者負(fu)擔。落(luo)實家政(zheng)行(xing)業增值(zhi)稅優(you)惠政(zheng)策,對家政(zheng)服(fu)務(wu)(wu)企業由員(yuan)工制家政(zheng)服(fu)務(wu)(wu)員(yuan)提供(gong)(gong)家政(zheng)服(fu)務(wu)(wu)取得的收(shou)入依(yi)法依(yi)規免(mian)征增值(zhi)稅。加(jia)快完善(shan)住宅小區學校、醫院、商業、園林綠化、康養、文體等(deng)配套設施,為群眾提供(gong)(gong)便捷服(fu)務(wu)(wu),減少不必(bi)要支(zhi)出。

二(er)、培育消費需求(qiu)

(五)提升(sheng)農(nong)(nong)(nong)(nong)村(cun)(cun)(cun)(cun)(cun)(cun)新業(ye)(ye)(ye)(ye)態消費。引導銷(xiao)售市場、物(wu)(wu)流(liu)企(qi)業(ye)(ye)(ye)(ye)、批發中心(xin)、新型農(nong)(nong)(nong)(nong)業(ye)(ye)(ye)(ye)經營(ying)組織等市場主體建立農(nong)(nong)(nong)(nong)業(ye)(ye)(ye)(ye)電(dian)子商(shang)(shang)(shang)務(wu)(wu)平臺,搭建“企(qi)業(ye)(ye)(ye)(ye)+電(dian)商(shang)(shang)(shang)平臺+基地(di)+農(nong)(nong)(nong)(nong)戶”的(de)(de)利益(yi)聯結機制和(he)(he)(he)(he)營(ying)銷(xiao)模式。加(jia)快(kuai)農(nong)(nong)(nong)(nong)村(cun)(cun)(cun)(cun)(cun)(cun)消費、農(nong)(nong)(nong)(nong)資供(gong)應(ying)、產(chan)品(pin)(pin)銷(xiao)售、農(nong)(nong)(nong)(nong)家服(fu)務(wu)(wu)等電(dian)子商(shang)(shang)(shang)務(wu)(wu)綜(zong)合體系(xi)建設(she)(she),推(tui)進(jin)(jin)電(dian)子商(shang)(shang)(shang)務(wu)(wu)進(jin)(jin)農(nong)(nong)(nong)(nong)村(cun)(cun)(cun)(cun)(cun)(cun)綜(zong)合示范建設(she)(she)。擴(kuo)大“寬(kuan)帶鄉(xiang)(xiang)村(cun)(cun)(cun)(cun)(cun)(cun)” “視聽鄉(xiang)(xiang)村(cun)(cun)(cun)(cun)(cun)(cun)”試點范圍,推(tui)進(jin)(jin)行政(zheng)村(cun)(cun)(cun)(cun)(cun)(cun)寬(kuan)帶全覆蓋。支(zhi)持(chi)農(nong)(nong)(nong)(nong)產(chan)品(pin)(pin)清(qing)洗、包(bao)裝和(he)(he)(he)(he)冷鏈物(wu)(wu)流(liu)等初加(jia)工及(ji)商(shang)(shang)(shang)品(pin)(pin)化處理(li)設(she)(she)施(shi)建設(she)(she),完(wan)善(shan)(shan)鮮活農(nong)(nong)(nong)(nong)產(chan)品(pin)(pin)一(yi)體化冷鏈物(wu)(wu)流(liu)體系(xi)。加(jia)強供(gong)銷(xiao)、交(jiao)通(tong)運輸、郵(you)政(zheng)、商(shang)(shang)(shang)貿流(liu)通(tong)等系(xi)統物(wu)(wu)流(liu)服(fu)務(wu)(wu)網絡和(he)(he)(he)(he)設(she)(she)施(shi)的(de)(de)建設(she)(she)與銜接,加(jia)快(kuai)完(wan)善(shan)(shan)縣、鄉(xiang)(xiang)、村(cun)(cun)(cun)(cun)(cun)(cun)物(wu)(wu)流(liu)體系(xi),有效破解(jie)“最先一(yi)公里”難(nan)題。協同推(tui)進(jin)(jin)快(kuai)遞(di)下鄉(xiang)(xiang)與電(dian)子商(shang)(shang)(shang)務(wu)(wu)進(jin)(jin)農(nong)(nong)(nong)(nong)村(cun)(cun)(cun)(cun)(cun)(cun),統一(yi)納入政(zheng)策支(zhi)持(chi)范圍。依(yi)托現代(dai)農(nong)(nong)(nong)(nong)業(ye)(ye)(ye)(ye)產(chan)業(ye)(ye)(ye)(ye)基地(di),推(tui)動(dong)休閑(xian)(xian)農(nong)(nong)(nong)(nong)業(ye)(ye)(ye)(ye)景區建設(she)(she),支(zhi)持(chi)農(nong)(nong)(nong)(nong)業(ye)(ye)(ye)(ye)主題公園(yuan)和(he)(he)(he)(he)休閑(xian)(xian)農(nong)(nong)(nong)(nong)業(ye)(ye)(ye)(ye)專業(ye)(ye)(ye)(ye)村(cun)(cun)(cun)(cun)(cun)(cun)培育打造。依(yi)托增(zeng)減掛(gua)鉤,優化農(nong)(nong)(nong)(nong)村(cun)(cun)(cun)(cun)(cun)(cun)建設(she)(she)用地(di)布(bu)局,支(zhi)持(chi)休閑(xian)(xian)農(nong)(nong)(nong)(nong)業(ye)(ye)(ye)(ye)和(he)(he)(he)(he)鄉(xiang)(xiang)村(cun)(cun)(cun)(cun)(cun)(cun)旅(lv)游(you)健康發展(zhan)。完(wan)善(shan)(shan)休閑(xian)(xian)農(nong)(nong)(nong)(nong)業(ye)(ye)(ye)(ye)和(he)(he)(he)(he)鄉(xiang)(xiang)村(cun)(cun)(cun)(cun)(cun)(cun)旅(lv)游(you)投融資服(fu)務(wu)(wu)等政(zheng)策,落實稅收優惠政(zheng)策。休閑(xian)(xian)農(nong)(nong)(nong)(nong)業(ye)(ye)(ye)(ye)用水、用電(dian)享受(shou)農(nong)(nong)(nong)(nong)業(ye)(ye)(ye)(ye)收費標準。

(六)擴大住(zhu)房(fang)(fang)(fang)消(xiao)費。鼓勵(li)引(yin)導金融機構根(gen)據(ju)有關政(zheng)策(ce)規定(ding),創新收入認定(ding)機制(zhi)、審貸(dai)流程、還款安排設計等制(zhi)度,適當降低(di)貸(dai)款利(li)率,滿足居民(min)有效(xiao)住(zhu)房(fang)(fang)(fang)需(xu)求。落(luo)實二手房(fang)(fang)(fang)交易稅(shui)(shui)收優惠政(zheng)策(ce),動態調(diao)整存量房(fang)(fang)(fang)評估值(zhi),在政(zheng)策(ce)允許(xu)范圍內減輕納稅(shui)(shui)人(ren)購房(fang)(fang)(fang)負擔。鼓勵(li)支(zhi)持(chi)農民(min)工(gong)、新就(jiu)業大學生(sheng)等新市民(min)進城購房(fang)(fang)(fang),各地(di)可根(gen)據(ju)本地(di)實際聯合開(kai)發企業對新市民(min)購房(fang)(fang)(fang)給予一定(ding)額度的現金直補,并擴大住(zhu)房(fang)(fang)(fang)公積(ji)金覆蓋(gai)面,支(zhi)持(chi)其使用住(zhu)房(fang)(fang)(fang)公積(ji)金貸(dai)款購房(fang)(fang)(fang)。有效(xiao)提高(gao)(gao)危(wei)舊房(fang)(fang)(fang)棚(peng)戶區改造貨幣(bi)化(hua)安置比例,有條(tiao)件的地(di)方全面實行(xing)貨幣(bi)化(hua)安置。延(yan)長住(zhu)房(fang)(fang)(fang)消(xiao)費鏈條(tiao),提高(gao)(gao)家(jia)裝(zhuang)服務質(zhi)量和水(shui)平,提升家(jia)裝(zhuang)消(xiao)費需(xu)求。積(ji)極支(zhi)持(chi)住(zhu)房(fang)(fang)(fang)租賃消(xiao)費,落(luo)實住(zhu)房(fang)(fang)(fang)租賃有關增(zeng)值(zhi)稅(shui)(shui)政(zheng)策(ce),所涉及的各項地(di)方稅(shui)(shui)收采取便(bian)于征收的方式進行(xing)綜合管理,允許(xu)職工(gong)租房(fang)(fang)(fang)提取住(zhu)房(fang)(fang)(fang)公積(ji)金支(zhi)付房(fang)(fang)(fang)租。

(七)促進(jin)體(ti)(ti)(ti)育(yu)(yu)(yu)康(kang)(kang)養(yang)消(xiao)費。積極(ji)發(fa)(fa)展汽車(che)自(zi)駕(jia)、公路自(zi)行車(che)、山(shan)地自(zi)行車(che)、登山(shan)、攀巖、徒步穿越(yue)、露(lu)營、漂流(liu)等(deng)(deng)(deng)富有(you)特色(se)的戶外運動(dong)(dong)項目,扶持發(fa)(fa)展滑(hua)翔、跳傘、熱氣球、運動(dong)(dong)飛機等(deng)(deng)(deng)航空(kong)體(ti)(ti)(ti)育(yu)(yu)(yu)和低空(kong)旅游。各市(州)編制(zhi)完善體(ti)(ti)(ti)育(yu)(yu)(yu)消(xiao)費產業發(fa)(fa)展規(gui)劃,加強體(ti)(ti)(ti)育(yu)(yu)(yu)基礎設施建設,可(ke)設立體(ti)(ti)(ti)育(yu)(yu)(yu)發(fa)(fa)展專(zhuan)(zhuan)項資(zi)金,創新(xin)專(zhuan)(zhuan)項資(zi)金管(guan)理(li)、使用方式,推(tui)動(dong)(dong)體(ti)(ti)(ti)育(yu)(yu)(yu)產業發(fa)(fa)展。建立完善康(kang)(kang)養(yang)服務標準(zhun)體(ti)(ti)(ti)系(xi),積極(ji)拓展整(zheng)形、康(kang)(kang)復、美容、體(ti)(ti)(ti)檢等(deng)(deng)(deng)醫學(xue)服務,培育(yu)(yu)(yu)發(fa)(fa)展健(jian)康(kang)(kang)咨詢、護理(li)保健(jian)、康(kang)(kang)養(yang)旅游、體(ti)(ti)(ti)育(yu)(yu)(yu)健(jian)身等(deng)(deng)(deng)多樣(yang)化康(kang)(kang)養(yang)服務,促進(jin)醫養(yang)融合(he)發(fa)(fa)展,打造具有(you)四川特色(se)的中(zhong)醫藥康(kang)(kang)養(yang)、陽光康(kang)(kang)養(yang)、森林康(kang)(kang)養(yang)、溫泉康(kang)(kang)養(yang)等(deng)(deng)(deng)康(kang)(kang)養(yang)產業。

(十七)凈化網(wang)絡(luo)交(jiao)易(yi)市(shi)場環境。開展網(wang)絡(luo)市(shi)場監管專(zhuan)項(xiang)行(xing)動,組織對省內主要網(wang)絡(luo)交(jiao)易(yi)平臺銷(xiao)售(shou)(shou)商(shang)(shang)(shang)品(pin)質量進行(xing)抽(chou)檢檢驗(yan),及時公(gong)布抽(chou)檢結(jie)果。突出節假(jia)日、促銷(xiao)節點等(deng)(deng)重(zhong)要時段(duan),加強對網(wang)絡(luo)商(shang)(shang)(shang)品(pin)交(jiao)易(yi)平臺及差(cha)評(ping)網(wang)店(dian)(dian)的定(ding)向監測,依法打擊網(wang)絡(luo)銷(xiao)售(shou)(shou)中商(shang)(shang)(shang)標(biao)侵權、銷(xiao)售(shou)(shou)假(jia)冒偽劣(lie)商(shang)(shang)(shang)品(pin)、刷單炒信等(deng)(deng)違法行(xing)為。督(du)促網(wang)絡(luo)交(jiao)易(yi)平臺經營者(zhe)遵守網(wang)店(dian)(dian)實名、交(jiao)易(yi)信用(yong)評(ping)價等(deng)(deng)制(zhi)度,建立(li)完善網(wang)購消費(fei)賠(pei)償先付制(zhi)度和消費(fei)糾紛快速(su)和解機制(zhi)。

(十(shi)八)加(jia)強(qiang)產(chan)(商(shang))品(pin)(pin)質(zhi)量建(jian)設(she)。加(jia)強(qiang)消(xiao)(xiao)費(fei)品(pin)(pin)質(zhi)量監督(du)抽查和(he)風險監控,及(ji)時公告和(he)預警質(zhi)量安(an)全信息,強(qiang)化(hua)電(dian)梯等特種設(she)備使用環節的安(an)全監管(guan)。深入開展質(zhi)量對標提升(sheng)行動、“質(zhi)檢利劍”執法打(da)假行動和(he)打(da)擊侵權(quan)假冒專項治理。建(jian)立(li)健全缺陷(xian)產(chan)品(pin)(pin)召回(hui)制(zhi)度(du),全面推進缺陷(xian)產(chan)品(pin)(pin)召回(hui)工作。建(jian)立(li)產(chan)品(pin)(pin)質(zhi)量追溯(su)體系,形成來源可查、去向可追、責(ze)任可究的追溯(su)機(ji)制(zhi)。加(jia)強(qiang)流通(tong)領(ling)域商(shang)品(pin)(pin)質(zhi)量監管(guan),持續開展“紅盾春雷行動”,集中(zhong)整治流通(tong)領(ling)域商(shang)品(pin)(pin)質(zhi)量突出問題(ti)。探索(suo)創建(jian)“放心舒心消(xiao)(xiao)費(fei)城市”,提升(sheng)消(xiao)(xiao)費(fei)環境安(an)全度(du)、經營者誠信度(du)、消(xiao)(xiao)費(fei)者滿意(yi)度(du)和(he)消(xiao)(xiao)費(fei)過程體驗舒心度(du)。持續發布消(xiao)(xiao)費(fei)者滿意(yi)度(du)指數,探索(suo)構(gou)建(jian)消(xiao)(xiao)費(fei)者評(ping)價機(ji)制(zhi)。

省(sheng)直(zhi)各部門和各市(shi)(州)人民政府要高度重視并主動順應(ying)消費升級大趨勢,加強組織領(ling)導和統籌協調,強化部門協同和上下聯動,研(yan)究制定具體(ti)(ti)(ti)實施(shi)(shi)方案和配套政策(ce)措施(shi)(shi),明(ming)確責任主體(ti)(ti)(ti)、時間表和路(lu)線圖,形成整(zheng)體(ti)(ti)(ti)合力,充(chong)分(fen)發揮消費引領(ling)作(zuo)用。同時,加大督查力度,確保創造良好市(shi)場(chang)環境進(jin)一(yi)步促(cu)進(jin)消費的(de)各項(xiang)任務措施(shi)(shi)落到實處。
